The China National School of Public Administration (CNSA)
The China National School of Public Administration (CNSA) is a ministerial level institution created by the Chinese Government in 1990 to provide professional training for senior civil servants in China. It has a well-equipped campus of classrooms and residence facilities with the capacity to train and accommodate 1,000 officials at the same time. It draws upon a faculty of over 150 experts and ranking government officials to conduct its training. CNSA students include governors, ministers, and director-generals as well as the top managers from state-owned enterprises. CNSA is responsible for the design and delivery of a broad range of training programs that are intended to improve the knowledge and skills of senior civil servants and accelerate the process of economic and government reform.
The Maxwell School was CNSA’s first international partner. Beginning in 1993, Maxwell and CNSA entered into a historic partnership where the two schools agreed to work together in order to promote reform and innovation in government management in China. Maxwell and CNSA continue to work closely to this day.

China Executive Leadership Academy Pudong (CELAP)
China Executive Leadership Academy Pudong (CELAP) – is a national institution supported and financed by the central government of China based in Shanghai. CELAP’s mission is to provide training for senior level leaders from government and top executives from the business community. CELAP focuses on social improvement and economic development.
The founding of CELAP was based on interests of the national leadership to establish a facility that would promote the connection of China with the world and act as an important location for the leaders of the world to meet and engage in active dialogue. IAS exposure visits to CELAP are well within the spirit and intention of the CELAP mission. CELAP has an internationally educated faculty and a world class facility with five star residential accommodations that has won international praise for its outstanding architectural design.
